Explore wrecks thoroughly and check any lootable terminals or crates.

How to craft the Sonic Resonator

After you recover the blueprints, build it at your base using the fabricator/workbench. You’ll need the following parts:

Basic Battery x1, Titanium Ingot x2, Lead x2, Wiring Kit x1.

Quick note: Titanium Ingots are usually made from raw titanium at a fabricator, and Wiring Kits are made from gold and other components—so have some basic refining set up before you start crafting.
